$900 Million?

Nasa officials are now saying that the cost of returning the shuttle to flight may top $900 million. This is going to make the billion dollar cut Congress is trying to dish out to Nasa all the more painful if Bush doesn't veto the bill...

The most frustrating part about this to me is that it sounds too much like the "old" (pre-2002) NASA, which had a reputation for gross financial incompetence. One of Sean O'Keefe's main tasks when he was appointed administrator was to provide some financial accountability for the agency, and by and large he's succeeded at that, with NASA getting some good "most improved" feedback in that area pretty quickly in his administration. That change in the agency's image was an important part of growing support for NASA being able to move forward with new programs. Now, this misestimation sounds too much like the way things used to be. In fact, O'Keefe and other agency officials told Congress repeatedly that it was too early to give meaningful estimations of what the RTF costs would be, and it turns out he was right. But I'm sure that NASA will be blamed for giving inaccurate estimates, after saying it couldn't provide accurate ones.
